User involvement is an expected practice in housing as well as a legal requirement, yet evidence indicates that housing practitioners find it difficult to involve black and minority ethnic tenants. Several examples of what works in engaging and involving tenants in housing services show that minority ethnic tenants are not ?hard to reach?. Effective involvement will lead to better outcomes in developing services, and tenants' experiences.
